Uefa is ready to prevent the reintegration of Russian teams into international football following the International Olympic Committee’s (IOC) recent decision to provisionally lift the suspension on Russia from global competitions.
Fifa has signaled its intention to reassess its stance after banning Russian teams in response to the full-scale invasion of Ukraine four years ago. On Tuesday, it declared that it would “analyse the decision before deciding on next steps” setting the stage for another potential disagreement with the world governing body.
While Uefa has not officially commented, sources from various national associations assert that there is little chance of Russian teams being welcomed back into European football or the World Cup. This reluctance stems from the fact that, although the World Cup is organized by Fifa, the European qualifying process is managed by Uefa. Major western European associations, including those from England, Germany, and France, continue to strongly oppose Russia’s return.
Uefa’s Resistance to Russian Inclusion
Three years ago, Uefa had to abandon plans to allow Russian teams to participate in youth events after facing backlash from at least a dozen member associations. The governing body is wary of repeating that experience, especially with Uefa President Aleksander Ceferin seeking re-election next year, making him unlikely to risk alienating a significant portion of his electorate.
In contrast, Fifa appears more receptive to the idea of reintroducing Russia. President Gianni Infantino has expressed a willingness to welcome back the country, maintaining a close relationship with Vladimir Putin, with whom he collaborated to host the 2018 World Cup in Russia. Infantino also facilitated the participation of a Russian under-15 boys’ team in a youth World Cup event held in Azerbaijan this October.
Infantino remarked to Sky News in February that Fifa would consider reintegrating Russian teams, stating, “This ban has not achieved anything, it has just created more frustration and hatred,”
Potential Challenges Ahead
Even if Fifa takes the extraordinary step of allowing Russia to enter World Cup qualifying through another confederation, similar to Israel’s situation in Europe, this may not resolve the issue. European teams could threaten to boycott the World Cup if Russia were to qualify.
The ongoing situation regarding Russia could lead to another significant rift between the two most influential organizations in global football. Recently, both have clashed publicly after Fifa’s disciplinary committee unexpectedly lifted Folarin Balogun’s suspension just before the USA’s last-16 World Cup match against Belgium. Uefa accused Fifa of crossing “a red line” that compromised the integrity of the World Cup, prompting Fifa to retaliate with accusations of hypocrisy.
IOC Decision and Future Implications
The IOC’s decision to lift the suspension of the Russian Olympic Committee, which had been in effect since October 2023, clears the way for Russian athletes to compete in the Los Angeles Games in 2028. Previously, only 27 Russian athletes participated in the 2024 Summer Games in Paris and the 2026 Milano Cortina Winter Games after undergoing a vetting process to ensure they did not publicly support the war in Ukraine. With the suspension lifted, hundreds of Russian athletes could potentially compete in the LA Games.
However, the IOC has clarified that individual sports organizations have the authority to make their own decisions regarding Russian participation, and there is no possibility of Russian teams competing in football at the 2028 Olympics, as qualification tournaments have already commenced. Uefa has opted not to comment on this matter.
